This interview was conducted in 2003, just as the effort to restore the Oakland Fox Theater had embarked anew. Here, Phil talks about the importance of the involvement of minority contractors in the restoration of the Fox Theater. He also talks about how he and others have worked to draw more retail, and how now-former Mayor Jerry Brown helped in drawing institutional dollars to Oakand.
